Can the Heat and Clippers bounce back next season and be strong teams?

obviously they suck right now, but on paper they have decent rosters. If they both got healthy and picked up some additions from the draft (maybe Miami could get Kevin Love or OJ Mayo or someone?) they might get good again, ya?
