How do the pull-off numbers from the bars in Wisconsin work?

I decided to buy some numbers at a local bar and am trying to figure out how to figure out the winning numbers work. I have 4-0 for this weeks Packer game and know that I won the first quarter, but wondering if I won the third too. 1Q was 0-14, 2Q 3-10, 3Q 0-14, and 4Q 7-10.
