What problems can Pakistan face in organising a concert in Pakistan of any international artist like madonna ?

This question is infect the part of research that i am doing for a doentary on "why these concerts cannot be organized in countries like Pakistan or Bangladesh ? " ... so please people fill us up with some estimated budget for such concerts ... or any other possible costs that may be incurred during this event.
