Is this fair?

I've lived in my apartment (one of two in a sort of duplex type house) for six years. The whole time I have wanted a pet. I have asked my landlord several times over the years if it was okay to get a cat if it was fixed so it wouldn't spray and declawed and he flat out refused. Well, the other day the occupant of the other apt. moved out and the landlords granddaughter moved in, along with all FOUR of her Poodles! The real kicker is that he STILL won't let me get a cat for my little boy. My husband is seriously ticked.. We are excellent tenants and I just don't see how this is fair.. is there anything I can do about it?
